Pavement Management Plan (PMP)
Pavement Management Program
The City of Morro Bay adopted the Pavement Management Plan (PMP) (PDF) in June 2011 as a tool to implement a systematic program of maintenance, repair and improvement for the streets of Morro Bay. The plan is based on American Public Works Association’s (APWA) MicroPaver Program, and it sets out optimal strategies and estimated costs for overall improvement to pavement conditions within City limits.
2018-2019 Pavement Preservation Project
During the 2018-2019 Pavement Preservation Project, the City of Morro Bay, its contractor Pavement Coatings Co. and sub-contractor American Pavement Systems, Inc., treated approximately 526,374 square-feet of roads utilizing a Rubber Binder Chip Seal. The Rubber Binder Chip Seal has proven to be an effective and efficient method of preserving the structural integrity of our streets.
The California Department of Resources Recycling and Recovery (CalRecycle) has a Rubberized Pavement (Pavement) Grant Program to promote markets for recycled-content surfacing products derived from waste tires generated in California and decrease the adverse environmental impacts created by unlawful disposal and stockpiling of waste tires. Rubberized Asphalt Concrete is a proven road paving material that has been used in California since the 1970s. It is made by blending ground tire rubber with asphalt binder which is then mixed with conventional aggregate materials.
The CalRecycle Program is designed to assist the City in offsetting costs as well as help re-use and recycle automobile tires. The CalRecycle grants help the City with the following:
2018-2019
- TRP8-16-0011.
- 52,068 pounds of crumb rubber used, and
- Removed approximately 4,339 passenger car tires from landfills.
2017-2018
- TRP8-16-0011.
- 45,392 pounds of crumb rubber used, and
- Removed approximately 3,783 passenger car tires from landfills.
2016-2017
- For the TRP5-14-0085 grant:
- City preserved 391,611 square-feet with Rubber Binder Chip Seal, and
- Removed approximately 2,715 passenger car tires from landfills.
- For the TRP6-15-0075 grant:
- City preserved 448,980 square-feet with Rubber Binder Chip Seal and
- Removed approximately 3,104 passenger car tires from landfills.
2017-2018 Pavement Preservation Project
During the 2017-2018 Pavement Preservation Project, the City of Morro Bay, its contractor Pavement Coatings Co. and sub-contractor American Pavement Systems, Inc., treated approximately 494,392 square-feet of roads utilizing a Rubber Binder Chip Seal.

2016-2017 Pavement Preservation Project
During the 2016-2017 Pavement Preservation Project, the City of Morro Bay, its contractor Pavement Coatings Co. and sub-contractor American Pavement Systems, Inc., have managed to treat over 800,000 square-feet of roads utilizing a Rubber Binder Chip Seal. The Rubber Binder Chip Seal has proven to be an effective and efficient method of preserving the structural integrity of our streets.

3rd Annual Streets Summit
The Public Works Department hosted its 3rd Annual Streets Summit on September 14, 2016. At the workshop, staff presented various aspects of the street maintenance program and took public input.
The Public Works Advisory Board (PWAB) also received the presentation from the workshop at its September 21, 2016 meeting and discussed its recommendations to the City Council. The City Council received an update on the Streets Summit and presentation to the PWAB at its October 11, 2016 meeting.
